In this scene, Hosseini is using figurative language because dust cannot exactly hover over the city like fog. By using this technique, it is as if Afghanistan is being forgotten. After an object is not moved from its place for a long time, a layer of dust sits over it. This is like the city of Jadeh Maywand. A dust hovers over it and it's not just the city being forgotten, but the people living inside of the city are also being forgotten. No one remembers them, so no one is helping them.
